A roadmap for implementating International Red Cross and Red Crescent Movement commitments on addressing mental health and psychosocial needs 2020 – 2023
In December 2019, the International Red Cross Red Crescent Movement adopted a set of commitments addressing mental health and psychosocial needs, including resolution 2 of the 33rd International Conference of the Red Cross and Red Crescent Movement. This roadmap (2020–2023) has been developed to supports a strategic and coordinated approach to implementation of these commitments, with the aim to strengthen the Movement’s collective response to mental health and psychosocial needs.

State of Play Workshop
The State of Play was a workshop internal to the Movement organized by the ICRC, the IFRC and the IFRC PS Centre with support from the British, Danish and the Swedish Red Cross. During the two day, hybrid workshop, 11 Working Group co-leads together with the Interim Coordination Structure looked back at the achievements and looked ahead on how the progress can be supported and fostered for 2022 and 2023.

This report presents the results of the 2021 survey compared to the results of the survey conducted in 2019. A total of 163 National Societies (NS), the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC) participated in the survey.

The International Red Cross and Red Crescent Movement’s Mental Health and Psychosocial Support Framework
Each component of the Movement responds to mental health and psychosocial needs in accordance with its role and mandate. The pyramid model represents the framework of mental health and psychosocial support services that are required to address the needs of individuals, families, and communities in all contexts.
A key to organizing mental health and psychosocial support is to develop a layered system of complementary support that meets the needs of different groups. This multi-layered approach does not imply that all Movement components must provide services in all layers. However, Movement components are expected to assess, refer, and advocate in relation to the full spectrum of mental health and psychosocial support presented in the model, from basic psychosocial support through to specialized mental health care.

Join a roadmap priority action area working group
Working groups for each of the six priority action areas of the Roadmap for the Red Cross Red Crescent Movement’s MHPSS commitments has been established. They all operationalize and support the realisation of the Movement Policy and the Resolution on Addressing Mental Health and Psychosocial Needs.
The groups are co-lead by NS, IFRC and ICRC. It is possible to sign up for any one of them to engage in the collective implementation process.
- Guarantee a basic level of psychosocial support and integrate mental health and psychosocial support across sectors
- Develop a holistic MHPSS approach between Movement components and in collaboration with other actors
- Protect and promote the mental health and psychosocial well-being of staff and volunteers
- Demonstrate the impact of MHPSS interventions through research, evidence, monitoring and evaluation
- Strengthen resource mobilization for MHPSS in humanitarian response
- Mobilize political support for MHPSS – humanitarian diplomacy and advocacy
