Purpose
The purpose of this consultancy is to evaluate the IFRC Psychosocial Centre, in line with the 2004 ‘Agreement’ (including the 2009 amendment) between the Danish Red Cross and the IFRC, and the current strategic priorities of the PS Centre.
The 7-year portfolio review will allow the IFRC PS Centre, the IFRC, the DRC and donors to assess the relevance of the PS Centre’s strategic objectives, activities, and provision of membership services. Furthermore, the review will seek to understand and document the changes that occurred as a result of the PS Centre’s work within the background of an expansion in services, evolving portfolio and the international MHPSS landscape.
The evaluation report will inform and provide accountability to Danish RC leadership, IFRC leadership and donors, and help all the partners involved to understand the impact of the work of the PS Centre. At the same time, it will establish good practice to set precedent for regular reviews on 5-year cycles.
Background
The last years have seen multiple changes in the IFRC Reference Centre for Psychosocial Support (IFRC PS Centre). Originally established in 1993, it has grown and over the last years it has doubled its staff and now consists of 20 staff. Even more importantly the Centre has been instrumental in a number of new developments and changes in the field of Mental Health and Psychosocial Support (MHPSS) over the last 7 years.
Currently, the PS Centre plays an important role in supporting National Societies, the IFRC and the ICRC to respond to the international armed conflict in Ukraine and its impact on neighbouring European countries, in addition to IFRC’s continuing global response to the COVID-19 pandemic, and migration and natural disasters in the Americas, Africa, MENA and Asia-Pacific regions. During the last two years, many trainings, interventions, webinars and podcasts have disseminated knowledge and tools to enable National Societies to provide optimal MHPSS services to address the impacts arising from COVID-19, armed conflict, natural disasters and other emergencies. The PS Centre has become a global partner within the Movement and externally.
It is now a good time to take stock, to document and to understand the achievements and the impact of the PS Centre’s work and role within the RCRC Movement and globally.
To this end, an evaluation of the activities and functions of the PS Centre over the last 7 years can be a useful element in the further understanding of the impact of the PS Centre’s work.
