Effective January 1, 2025, the current IFRC Reference Centre for Psychosocial Support will evolve into the RCRC Movement MHPSS Hub. This transformation builds on the Reference Centre’s 30 years of experience, the expertise of the ICRC, and the contributions of National Societies working on MHPSS.
A Resolution and a MHPSS Policy were adopted at the 2019 International Conference. The Policy sets the standards on Movement response to mental health and psychosocial needs. The Resolution is a commitment for joint efforts between the Movement and States to address critical gaps in mental health and psychosocial support. To advance on those commitments, a roadmap process has since 2020 overseen the implementation of this Resolution and Policy. The roadmap process will be concluded by the end of 2024.
In February 2024, a tripartite Partnership Agreement was signed between the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), and the Danish Red Cross (DRC) outlining the framework for the establishment, functions, and management of the RCRC Movement Hub for MHPSS.
The Movement MHPSS Hub will continue being hosted by the Danish Red Cross. A new Steering Committee will be established by the end of 2024 being responsible for all major strategic decisions. The Steering Committee will be advised by an Advisory Group, which will be formed in 2025 by the new Steering Committee. National Societies will later be invited by the new Steering Committee to join this Advisory Group in 2025.
An interim Steering Committee, supported by an interim Task Force, is overseeing the 2024 transformation process in preparation for the 2025 launch. This interim structure is responsible for finalizing the new Steering Committee for the Movement MHPSS Hub and the final Terms of Reference for the Movement MHPSS Hub. Additionally, it is tasked with planning and executing external activities and managing relationships to support the process and the launch.

The IFRC Psychosocial Centre (PS Centre) contributes knowledge and provides service to the Red Cross Red Crescent Movement. It assists in facilitating mental health and psychosocial support, promotes psychosocial wellbeing for affected groups, staff and volunteers, and increases awareness of psychological reactions in times of crisis or social disruption.
The PS Centre is hosted and supported by Danish Red Cross. It receives financial support from a number of National Societies, institutional and private donors including the European Commission and DANIDA.
